Just bought a 9n & the govenor/carb linkage dont seem to work. All it will do is idle, in either throttle position. The linkage will move like supposed to but will not change engine speed. Also there is a lot of slack in the govenor linkage????

Ronnie,
I wish I had my FO-4 manual in front of me, as the section for the governor has some troubleshooting tips.
As you can manipulate the throttle by hand, your problem is not your carburetor. There could be 3 things wrong.
An unlikely suspect is the spring. It should be tight at idle, but not under strain. I say unlikely as a loose spring usually identifies itself as the same engine speed for the first half of the quadrant. It's good to check anyway. My money is on the linkage. Adjusting the governor is done by bending the flat plate portion of the governor. DO NOT BEND THE RODS. If the rods are bent, replace them.
If an adjustment doesn't work, pull the governor off. It's 2 bolts and the oli line. Remove the one screw holding the assembly, and remove it from the housing. Pull the clip, slide off the upper race, shims, etc. Look at the ball bearings and the races under a good light. If the bearings and races have flat spots, replace them. Just 8N's has 2 different kits, a complete and a partial rebuild kit.
One more thing to try. Remove the linkage arm from the carburetor to the governor. Set your carburetor to the correct settings, then re-attach the governor linkage. If you still have problems then you have definitely confined it to the governor. Try one of the 2 steps above. My .02.

Remove the linkage and see if you can throttle the carb by hand...

Is there so much slack that the governor is not moving the carb linkage.. or is there no movement in the governor?

I can throttle the engine by hand, using the link from the gov., if throttled high I can see & feel the gov. trying to pull it back. The other gov. link goes to the rod that goes up to the hand throttle. It all moves freely.

Make sure that the two linkages are hooked to the correct location on the gov.
