PTO won't engage

I recently bought another N, 50-51.
When I looked at about 6 months ago the PTO would engage... I dont think that the old thing has moved since then... When I got home with it and tried to engage the PTO, it won't. If I let up on the clutch a little, I hear the gears grind a little so I know that things are moving in there... the PTO shaft will turn... the PTO engagement are will move a little, maybe a quarter inch forward and back... Could this be the detent ball and spring are just a little rusty... Is this common?
Any suggestions before I pull the seat and top off the housing to remove the stop to see if the sleeve will engage over the hub?

I bought a '53 Jubilee about a month ago that hadn't actually been used since '98. It wouldn't engage at first either when I tried it. I ran it around and warmed it up some and tried again. No luck. The lever just wouldn't move back to engaged position. I finally got off the tractor and moved it as much as it would go a few times and it finally grudgingly moved into engaged position and worked. Since I've used the tractor and replaced the fluids it works just fine now. Leaks around the shaft at the engagement lever a little but that's not a biggie. Maybe yours will give in if you argue with it a little.
