What is the difference in a regular needle valve that comes with the carb o/haul kit and a Viton needle valve? My suspicion is that the regular valve is rubber tipped and a "Viton" valve is all brass. If I still have a leaky needle seat (rubber tipped) and the carb bowl bolts are smoking from checking and rechecking the 1/4" float set will this valve possibly remedy my leaky needle valve. I have even went to 5/16" set and still leak.

I believe you've reversed the two types of needle valves. The viton is the rubber tip. The standard one is brass. You don't say if you replaced the seat or just the needle. If the seat(that the needle valve fits into) hasn't been replaced too I'd suggest that first. If the seat has been replaced is there some sort of contamination(dirt, rust) under the base of the seat keeping the gasket from sealing ? It's possible that the top of the carb could have a crack or be pitted and not allowing things to seal. Is the float itself in good condition and well sealed ? If the float is leaking gas into it no matter what you do with the needle and seat it'll still leak.
Good Luck, Lee

1) leadfree gas has a tendency to gum up --pour in some gum remover . Small deposits of gum cause the needle valve to not close properly .

2)to check the float leaking--get a glass jar of hot water and put the float into it . if it is leaking ,bubbles will come out .

I replaced needle and seat with a rubber-tipped needle (Viton). Float floats all nite in 5-gallon bucket of water, and does not bubble when submersed or "take on water" when held under. Float hinges with no catch on hinge side. Float does not seem to be hanging or touching bowl as best as I can tell. This is not my first rodeo on carbs but it is looking like it might be a defeat. Got a new needle and seat will try it and see what happens.

Randall, I had the same problem when I replaced the needle and seat in the carb on a 51 8n. After the second replacement I just left it. Tractor ran ok but carb would leak after several minutes when engine was stopped.
After couple of months I noticed that the leak had stopped and would hold for several hours, usually as long as the tractor sits before turning the fuel off at the tank. Could be that these rubber (viton) needles need to "seat" in order to stop the leak.

Sounds like you've covered the stuff I'd look for. Good luck with the new one. Later, Lee
