Adjusting front wheel bearings?

I just finished assembling the front hubs with new bearings and dust seals,but the seals are so tight against the spindle I can't tell if the bearings are adjusted right. I made sure the seal was setted and greased the face good,checked the part #. I know an N will only do 18mph. with a tail wind, but dont want to replace them again. Any help?

Tighten the nut to about 10 ft lbs and back off to the last cotter pin hole. There is no preload on these bearings. Did you put a little grease on the seal to facilitate easier rotation of the wheel?
