The Tisco radiator that I bought was the same way. I took it back and had my old original radiator recored, and it fits like a champ. I had a similiar problem with the radiator I bought for my 860 several years ago. Have a recore on that too. I think they use different ways of measuring in China. ( the 860 radiator actually did come from China)

I had a similar problem with my 9N/2N. The radiator seems to be for 8N, has small top tank. (I don't know if that makes any difference as to how it will fit) I had to bend the brackets the radiator sits on forward slightly, also put rubber pads under it to get the neck to stick out of the hood enough. I refurbished my front axle pin and radius rods at the same time to get rid of slop in the axle mounting. My wheels are set like yours, and the axle clears the radiator outlet pipe by 1/8" when sitting on flat ground. (I just checked). I have been running it this way about a year so I guess it will be ok.

As an afterthought, I may have filed the holes in the radiator bracket a little with a round file. I remember I did not want to bend the bracket too much. Also, with my counterfeit radiator, I had to use a longer hose. I used a section cut from a car radiator hose.
