9N brakes again

This is not the first brake job I've done on these things. Seems to be the most common job on them though, sure seals & brakes. My 2N will lock up at the touch of the pedal. This one I have tightened the brakes up till the wheel wont turn then drive it out of the shop. Loaded tires, new everything but no stop. The man needs his tractor & being an older gent. after a couple strokes he don't have the strength to stand on them. I can stand on the brakes & it don't stop the wheel. I can take the drum off & watch the brakes work, all good there. mabe need to take the drums in to get them turned. Taking these loaded tires off & on is gonna get me in shape anyways. Gotta go through the steering on this piece together tractor also. it's a 9N 2N, 8N NAA,Model A front hubs, & Harry Ferguson steering arm on one side. one farmerized piece of equipment. ( Motor is 1950 8N). Well I did want to repair N's for cash, guess I got my wish. Careful what you wish for!!! Thanks for all your responses & any ideas are welcome. Play safe.

Rusty..... ...why do I get the impression that the leading shoe is NOT linking to the trailing shoe? That leading shoe puts mega-pressure onto the trailing shoe for self-energizing brakes and eazy stopping. Sounds like there is a slot that the brake shoe web is suppost to fit into, and its not in the slot..... ...Dell

Did you take the glaze off the drum? 60 or 80 grit emery cloth and sand the glaze off that drum might make all the difference.

Yep, beveled the edges, all the tricks I have picked up here & doing them & still no good grab. Thats why I'm askin here hoping someone had a old trick that I'm missing. This is hilly country so brakes are a much needed item here. Never had to get a drum off these turned before sounds scary $$ wise. Thank you for your time & thoughts.
