Brake Dust Seal Problem

After performing a brake job on my 8N, I found that I could not turn the drum (either side)- it was as if the shoes were too tight against the drum. I checked the adjusting screws and they were set to allow for the greatest clearance between the drums and shoes. Everything else looked perfect. I finally realized that the problem was with the new dust seals. I had to order new backing plates (old ones rusted-out) and they came with dust seals that were quite firm. The drum was so tight against the seal that I could not turn the drum. I removed the dust seals and replaced them with another softer type. The drums turn easily now. Should the dust seals be glued to the plate? If so, what glue should be used? Thanks in advance.

Ha Rick, There's no need for glue,the drum will hold them in place.The originals are intintionaly tight to start with,they will conpress in time.hth
