Are you supposed to be able to remove the two valve inspection plates with out removing anything else? Or do you have to remove the governer to get the front plate off?

Can you be a little more specific? I'm not sure what inspection plates there are if any located anywhere near the govenor on a 8N 9N or 2N.

The inspection plates on the side of the engine block behind the intake / exhaust manifold. Allows you to look at the valve guides/stems and lifters.
