Idle speed

I did a tune up on my 8n, points, carberator, condensor,plugs,coil, etc. inspected the govenor, it looked good. Now I can't get the idle speed right. rpms at low idle is at 850. At 1/4 throttle rpm's are 2000. I don't even want to know what they are at full throttle! I ajusted the carb.idle speed as low as I can, lenghten the throttle to govenor linkage as far as it will go. what else can I do?

Make sure the carb throttle plate is closed when you assemble the carb to the manifold. If it's open the manifold can hold it open and the engine will run fast like that.

Can you get the idle speed down to 400 with the governor rod disconnected?
