9N Steering Rebuild

Has anybody used the aftermarket steering sectors and pinion for the 9n steering (3 gears total). If so, could you advise if any prep work should be done on the gears before installation. I bought new gears and just can't seem to make them work. I've tried different combinations of thrust washers ect.. Thought it would be simple, but apparently I was wrong. I'm wondering if I have a defective gear in the set. I just don't know.

Russ are the arms on the the right way?
put top steering housing in a vice up-side down and install long shaft gear first and tightin to no play then put big pin on one of the secter gear and same washer that was on the oringnal pin and same outer thrust washers should line up?
