What would be the most likely cause of gas pooling and dripping out the air cleaner inlet side? I have pulled the carb and installed a rebuild kit. I made a minor float adjustment to get th 1/4" by slightly bending the float arms. I actually had flame coming out the carb while attempting to start the old girl (I had the inlet air hose off). thanks in advance.

I just had this same problem yesterday. I pulled the carb & checked to make sure the float wasnt stuck. Everything was ok but I had adjusted the float to 1/4 inch like the book said too. I readjusted the float by holding a screwdriver over the base (over the seat) and gently bending the float down a bit. Works like a charm now.

If the float is properly adjusted and the needle valve and seat are in good condition, you may have an ignition problem, where there is not enough spark to start the tractor and the gas isn't being burned. I'm assuming the tractor will not start or is very hard to start? I'm also assuming that you are not holding the choke closed....

It looks like just some local fog around Moscow, in the State of Washington, USA. Hope all is well. Good Night, SIR.
