Don't use too much force because if the spline is twisted on the PTO shaft you can demolish the hydraulic pump and then you will be in for a high dollar fix.If the PTO shaft is twisted you will not be able to pull the PTO shaft out of the hydraulic pump and the tractor will have to be broken into at the rear of the transmission so that the PTO shaft can be cut in front of the pump in order to extract the PTO from the tractor.

The best method I have found for something like this is to hook a log chain to the shaft and then snap the chain with your hand. Do something like what you would do to crack a whip which would actually cause the end of the whip to break the sound barrier and make a loud crack.
Of course the chain will not move that fast but it puts a tremendous force on a shaft.
Works for me!

I had the same problem with my '52 8N and found the end of the splined shaft was mushroomed just enough to prevent it from coming out easily. Got it out by pulling pretty good and then dressed the end of the shaft with a file to get it back in with no problem. If you are planning on using the same shaft and only replace the seal and bearing, be sure to check out the sleeve the seal rides on- it needs to be smooth so as not to leak with the new seal. If it is too bad, replace it as well. And when you replace the seal, the lip faces inward, against the oil chamber.

Just did mine two weeks ago, and I received some help from this board also. Sometimes they need a little pull to get them started out. Once youv'e unbolted the four retainer bolts, just pull. I used a come along connected to a punch through the hole in the end of shaft. Didn't take much to get it started. One guy told me he hooked his to a tree or post and gave a nudge in first gear. Does yours have a orc connected to shaft? If so you might want to take that off first.
