9N fender bolts/rivets?

I see in the archives that new rivets are not worth the trouble. I plan to use carriage bolts where there were rivets and hex bolts where there were hex bolts. The big question is which holes took rivets and which holes took bolts. PS- I have no lights on this tractor.

My 8N had three rivets on the top of the fender thru the curved portion of the fender bracket. The portion of the rivet towards the operator was more rounded off than the portion toward the tire which was shaped like a mounded up haystack. I'd suppose the 9Ns were the same, but not sure. I'd guess that the rivets might have been a safety item to prevent snagging of clothing on raised and less close fitting bolt heads. There were bolts thru the other lower holes that were less exposed.

Rivets were faster to install and no one ever thought about needing to take them off. You are correct in that the rivets fit tighter and flatter so as not to snag clothing or allow rust to get in between the bolt head edges and the fender. Also rivets don't work loose.
