I have a 52 8n that has set a good while before i got it.The problem i have is that it will not idle below 600 rpms without cutting off, also it will not wind up more than 2100 rpms under no load. I have read the fo4 book and done everything as it says to do but still the same. The carb is a reman and the proof meter is aftermarket,is it possible proof meter is wrong or carb was not rebuilt corectly? Govenor seems to be doing as it should by what some of the guys on here have told me. I am at a loss. thanks to anyone who might be able to help.

My 52 8n did the same thing. Cleaned and reset carb. per speck. Cleaned up gov.(new balls and reset shims on speck.) adjusted carb. and linkage per manual. Set RPM to 400 (linkage adjustment was bad) Set high RPM (gov adjustment was bad) After adjusting timing reset low RPM to 600 using carb adjustment screw. 400 is just to dang slow.

Pete..... ....There are 2 look-a-like proofmeters being sold. They use different internal meter calibrations. Double check your proofmeter readings with an electronic tachometer.

You write....."The carb is a reman" and "I have a 52 8n that has set a good while before i got it". Did you replace the carb yourself? or was it already replaced when you got your tractor? Most tractors that have sat for a while will have gummed up idle jets and need to be thourghly cleaned. Some reman carbs have too small idlejet (should be 0.060, 1/16" drill is 0.0625 which can be used as reamer) which is not the same as the idlemixture screw. Remember, the idlemixture is bassawkard, in for rich and out for lean..... ...Dell

The top end is fine. 600 is a little too high (should be 400), but most folks don't seem to achieve 400 anyway.
If you have completely refurbished the carb, and have done the same to the governor, the last step is to adjust the throttle linkage itself.
