when i took the inspection cover off. i moved the hydrolic control lever and nothing inside moved. the only thing that moved was a lever in side.. but it only moved a tiny bit. when i push it tuwds the back the arms go down. but when i start the tractor the arms go up with the lever down.

is the control lever disconected?

See if you can get a look at the bellcrank mechanism up top. A small mirror will help you get a peek and then rotate the lift lever. This should tell you if everything is hooked up on top. If it looks OK, I would then focus on the control valve and the engagement with the arms. The valve has a T-shaped bar on the end that engages some sockets on the arms. It is possible that the bar has become disengaged and has the valve stuck in the lift position. The other possibility is that the control valve is sticking. This is probably where you should drain the fluid so you can get a peek at what is happening in there.

The archives here will tell you that is the valve is sticking there is probably sludge that is causing it and the compartment should be flushed out and the valve replaced. Not a difficult task and a new valve is under $30.00.

If you don't have an FO-4 service manual this is a good time to get one. Excellent reading and a great tool to help you get to root cause quickly.

There will be many more that respond to this issue as it can be common, especially if the tractor has been sitting for a while.

There should be a spring attached to that "lever" also check to see if the yoke/ lever is attached at the bottom where it goes into the hydraulic pump. You may have to drain the oil out to accomplish this, like Dell says, "start with your square diffy plug first" I may be wrong, but I think you may be on the right track. Post back with what you find.
