New Starter Problem

I put a newly rebuilt starter (worked when I installed after rebuild ) about 2 years ago. Jubilee has been out in the elements since. Won't actuate, now. Nothing happens when I push the starter. Wiring is old and Haven't cleaned terminals, etc. Didn't really expect it to work. Put a freshly charged 12 v on the starter post and got ground and sparks. Still nothing from the starter. Am searching the archives, but it is a tedious search there. Lots of posts there, but haven't found anything revelant, yet. I suspect taking the starter off is in order, but what then?

I bought DM 200 digital multimeter (Electro-Mate ) from NAPA, but I don't know the specifics of what to test. Need some help there. I am going to Ford New Holland Tomorrow. I'm going to buy some wire and will probably need some parts. What are the standard replacement parts for this situation.

here are some tests I made. Don't know what they mean, if anything:

Using the 6 v tractor battery I got:

voltage regulator ground to the terminal block--6.77volts
voltage regulator ground to terminal block--6.77 volts
the battery tested at 6.7 volts

starter button wire to ground--6.77 volts

starter switch when on .2+ohms

Hope this helps.

I'm beginning with the starter so that I can begin restoring oil pressure. On this issue I have followed all the advice on locating the bolt( beneath the water pump and to the left, but still can't find the Pressure Relief valve spring location.

Sorry about the long post, but as you can tell I am really new at this. oslo in nc

Oslo, If you are putting 12 volts across the starter and get nothing but sparks you have a locked starter or locked engine. If the Jub has been sitting two years I would suggest pulling the plugs and putting a little MMo in each hole. With the plugs out you should be able to turn the engine over with the fan or by putting the tractor in gear and rocking it. If engine is free problem is in starter. Forget about the rest of the voltages 'till you get it turning over. What you have sounds like a well charged 6 volt battery.
Now on the oil pressure issue. If the tractor was parked two years ago and you are worried about oil pressure now that may be your problem, engine locked. The oil pressure relief valve is in the oil pump on that engine. If that engine suddenly lost pressure suspect the oil pump drive shaft.

You are probably right about the locked starter. Engine turns over fine. See post several days back. Sorry, forgot to mention that.
