3-Point Hitch Hydraulics won't lift

The tractor is a 1952 8N. In neutral, the hydraulics for the 3-pt will not lift the brush hog without me engaging the PTO and releasing the clutch. I thought that the hydraulics were supposed to operate without the PTO engaged and turning. I am considering buying this tractor but need your help. This is my first attempt at buying a tractor! Thanks!

Thanks! I would then assume that the PTO and lift hydraulics would activate in any gear(duh!) when the PTO is switched to the on position and the clutch released.

The PTO shaft goes through the hydraulic pump and turns it in the process.
