My steering wheel was completely shot and by the time I got the serious repairs and some paint work done the budget was too. I took a hammer and chipped of the remaining coating on the wheel. I then toon a length of windshield squirter hose and split it lengthwise and applied it over the wheel rin. Some epoxy might be a good idea as well. I then repeated the process with rubber fuel line and wrapped the result in rubber tape. Not the cheap vinyl stuff but the good rubber electrical tape. That was last winter. Used it often this year with no problems. $5 cheap!

I picked up some flexible bumper repair epoxy from Napa a while back that works real well. It's a 2 part flexable epoxy. Bonds really good and the color is nice as it is black unsanded and grey when sanded. It also holds paint well.
