I have cleaned my carburetor at least 6 times on
my 1943 2n.It still has to have the load needle
turned completly out,i mean completly out before
it quits falling on its face when you pull the throttle back.It has a new fuel filter on it.
the idle screw makes no difference if its all the
way in or out.The bowl is missing the packing on the bottom of it.Im wondering if its sucking too
much air through it and not enough gas or what.
carb cleaner flows freely everywhere.Any ideas?

sounds like you have a significant vacuum leak somewhere

likely places are:
carb gaskets--you did renew them and clean up the surfaces when you cleaned carb the last time?
throttle shaft--you did put in the packing that came with the rebuild kit?
carb to manifold--you did clean both surfaces and use new gaskets?

less likely is manifold to block or some crack in manifold

does choking make it run better/right?

try spraying WD 40 or even motor oil on each of these surfaces while it is running--vacuum leak will suck it in

The filter packing on bottom of bowl is there to keep dirt out. Are you getting a good stream of gas out of the gas line? Take a torch tip cleaner and clean the orifices.
