I have my engine oil pressure relief valve out and noticed that the seating surface has a small "flat" machined on it, as if it were to allow a slight amount of "bleed off" of oil pressure while the valve is seated. Is this correct? I expected to find a valve with a unbroken seating surface around its circumference.

Probably your old one was sticking or the spring was bad. It should have a slight bleed (the flat spot) as Dell said. Just 8N's don't sell junk, but I would call him about it.
