8N, 1952, new style steering

I just finished rebuilding my steering column, well at least the top half. The bearings on the steering shaft, from the steering box up were totally destroyed. My problem is trying to figure out how the top bearing (part number 3517 on page 50 in the parts book)is installed. When I put it in without forcing it, it ends up setting amost completely above the upper end of the steering tube. This does not appear to allow room for the steering wheel and nut. Should it be pressed on to the steering shaft, far enough down that you can't really see it above the tube, i.e. flush with the top of the tube (with the nut and steering wheel removed)? It seems very tight on both the steering shaft and in the tube. Do I force it? If so, any suggestions on how to force it down?

Figured it out, it was so rusted that part of the old bearing was still in there, just couldn't see it at first. Once I got that out, all worked just fine.
