Governor linkage springs

The governor on my '43 2N is in sad shape. The inner arm (the one that connects it to the dash-mounted throttle lever) wobbles around loosely. I have to move the lever to 50% throttle before the governor will move the carb throttle above idle. That's beside the point, though.

While looking into the problem, I noticed that the little ball-and-socket joints that connect the governor linkage rods to the arms all appear to be spring loaded, so that a little bit of tension on one end doesn't move the other end right a way until all the spring tension is used up. Is this the way it's supposed to be, or have I found yet another problem? The FO-4 makes no mention of this.

I took my governer off because the arm is sloppy and sticks. I cleaned off all the grease and grime and it workeks better but not as expected.

to get the arm off i belive one has to drive the pin out of the yoke inside the housing to get the shaft out. which way is best to drive? from inside the housing or drive through the port from the outside. is the pin soft enough to drill? have you done this before?? thanks bh
