Resolution to 52 8N Sputtering on startup

I had the Idle jet and main jet in incorrect location (Swapped). That lead to a over rich condition. The sputtering is being caused by a leaky carburator and a leaky on/off petcock assy. If I shut off the petcock assy it was still leaking into the carb, which is also leaking. That lead to fuel sitting in the mouth of the carb intake causing to much fuel on startup. I fixed the petcock assy but the carb still leaks when gas petcock is on. Now here is another question. Why is gas still Leaking to mouth of carb? This is what I have tried.
- Adjusted float to specs and other positions
- Did float leak test by sitting in gas
- Replaced needle and seat.
- Inspected and cleaned carb - I realize that this is a gravity fed system but I dont think it should continue to leak.

First, there is a o ring gasket that goes under the needle seat. Got one laying around the bench?

Next time you have the carb apart turn the top half up side down with the float and attendant parts attached and try blowing into the fuel inlet. Shouldn't leak air. If it does you should be able to detect where it is leaking.

You wouldn't be the first to have a needle/seat bad out of the box.

Best cure for a shut off that won't shut off is replacement. The whole assembly is available at most parts sources.

Yep, you could have a FLOAT that doesn't. To check yer float for leaks, submerge it in clear glass of HOT WATER and watch for rising stream of fine bubbles. Heat makes the air inside the float expand and leak out the hole.

And while you can solder the leak, most people are to hamm-handed to handle a finess job like this and they melt more of the seam solder than they repair. New float. ($5, cheap)..... ...Dell

Now, gas is only leaking to mouth of carb when petcock is on. I have tried using both new and old needle/seat in carb but it still wants to leak. I have not tried new float but have tested the one I do have it doesnt have any detectable cracks or holes in it.

Don't forget that sometimes new parts are defective. Your float-needle/seat are no good.

M/S carbs are notoriously leaky. My gasket between the bowl and the top of the carb always becomes saturated with gas while the tractor is running. If you are getting gas in the mouth of the carb while it's running, then there's a problem. If you get gas in the mouth while the engine and fuel are both off, then either your float is still not adjusted right, or there is something causing it to stick. A new float/seat/float valve should not leak. Are all of your filters in place and clean? Trash getting in there is the only other thing that would cause it to stick open. If you said you fixed your fuel shutoff problem but are still getting leakage when it's turned off, guess what. It ain't fixed yet.
