When installing the lock nut and nut that holds the hub to the spindle do you install the nut and tighten and than install the lock nut. Doing it this way seems to overtighten the bearing.

What locknut? Isn't that a pin cotter, 5/32" x 1 1/4" holding a 351159-S36 nut, castle, spindle to hub and bolt assy, 3/4"-16 on top of a C5NN-1N195-A washer, front hub, bearing retainer? No? Sounds like you need a backup wrench.

Well anyway I got the wheel bearings re-packed and I think the only part I dont have is the pin cotter 5/32x 1 1/4 ". The nut & casatle are both 1 1/4 wrench size and I was not able to get 2 wrenches on at the same time. Also Iam having a hard time finding a inner tube for the front tire.

Hey, get a cotter pin and toss the locknut.
Your local farm/ranch store should have the tube. $9 I'm thinking.
