My 9N pto works fine but the 3-point doesn't move. What are the steps to take to figure it out?

If you have the necessary oil level and the PTO is turning, the problem may be in the pump check valves. On my 9N there is a plug on the right side of the pump cover(pan). It is threaded into the high pressure side of the pump. Loose the plug a turn or two and see if there is pressure available.

I found it necessary to open and inspect mine. There I found a piece of gasket paper in the pump check valve.

Take a look. Remove the dipstick inspection plate and see what's [not] going on in there. You need fuid enough to cover the pump. Moving the quadrant must move the control valves. If all that is good then start it up, engage the lift, and watch for oil flow or leaks and correct the problem.

Are you engaging the lever down on the left side?? Must have the clutch in..

The PTO lever needs to be engaged and the clutch must be out, not in. You will either need to be in neutral, or moving!
