Well I just got done rebuilding my govenor on my 39' 9n. I thought everything would be fine but when I started it up this weekend the engine races at a very high RPM with the simple touch of the throttle. I have followed the steps of the govenor rebuild off the 8N site, replaced all the inside bearing races, shaft, balls, etc. I also set my gap to 0.22" as suggested (between shims & "C"-Clip. I know I hooked the linkage rods back-up right because of the ball ends are 2 different sizes and they only go on one way.
So with all this in mind what is the PROBLEM NOW????

If the Governor wasn't working right in the first place, look for any shadetree adjustments that would have taken it out of adjustment to overcome it's worn out status. Seems to me that not all the shafts are fixed length, but it's been awhile since I looked at mine.

I had the identical problem...seems the screw on my carburetor idle adjustment had come loose and the result was a racing engine. In my case that solved the problem. Good luck!
