What cause the engine to race at all throttle positions? Just overhauled the govenor, and all linkages are right! Now what is the problem???

Al..... ....sounds like your throttle shaft arm has come loose from the throttle shaft. Its a "riveted" assy and could come loose and still not be noticed 'cuz its on the backside of your carb..... ...Dell

set the clearance between the clip and the shims. That might be the problem. The clearance is set between the washer the fork base. Vary the shims to get the clearance.

Two things to look at. First.. observe how your throttle interacts with the governor when you pull it with the engine off. Now.. when your engine starts up.. does the gov 'jerk' it up to speed? Do you have and preload or slack on the springs? ( shouldn't .. 0 tension, 0 slack )

Also.. have you messed with the idle speed set screw on the back of the carb?

I have checked the linkage and both levers move simultaniously with each other.

When I start the engine the governor does not jerk the engine up to speed, seems to be a gradual climb. The spring has been checked numerous times for slack and preloaded tension and has neither.

Idle speed screw has not been changed by me anyway.

Wonder if the right spring is on the tractor? What is the spring rate of the correct spring? Any data about the spring????

When does the gov arm track with the throttle arm.. with the engine on or off?

It doesn't matter if you havn't messed with the screw.. I've had mine vibrate loose... still that doesn't sound like your problem.
