Good thing I don't work on these things for a living! Thanks again to Snowplow, Dale O, KenB, Charlie, Phil, Brad, TimK, Al E, and Stump Puller for all your input. About two years ago, I replaced the fuel cutoff/gas bowl assembly because while I was tractoring around the place the little screw holding the wheel fell off as well as the wheel itself. And turning the gas on and off with pliers was getting a little old. Anyway, I was able to find the old fuel regulator in the garage today and I switched the wheel from the newer to the old cutoff and put the old cutoff back on the tractor. Once I opened the valve I noticed the bowl filled in about half the time as the other one had. I started the tractor and I ran it in place for about fifteen minutes at varying throttle positions without any further problems. It would appear the cutoff valve must have been restricting the gas flow for some reason, although the screen was very clean. I physically blew air through both valves when I had them off and the old one blew through pretty clear while the one I took off the tractor whistled a little and felt restricted. I won't know if my problem is really solved until this weekend when I get back out there and really work it hard. Thanks again to all who responded - your help is invaluable.
