1have a 51 or 52 when installing the liners should they be flush with the block or stick up a little

When sleeves protrude about the block, it is called "Sleeve Standout", and this helps to provide a good seal to the head gasket, and puts pressure on the sleeve to prevent it from trying to move up and down with the piston. Almost all sleeved engines have a spec for at least a thousandth or two of standout. However, if the sleeve were to go down beyond flat with the block to actually being recessed, you you definitely expect problems.

The I&T FO-4 calls for .001" to .003" of sleeve standout when boring a block originally sized for steel sleeves to accept cast iron sleeves, so it seems reasonable to expect to see sleeve standout within this range on any "N" sleeve.

I've never had to deal with that but if I did I might take my 2"x6" double-sided wet stone and hone that some to get it flush.
I'd make sure I couldn't drive that sleeve down some first.
