Fuel tank valve

I was recently having problems with my 9N fuel tank valve not allowing the sediment bowl to fill-up quick enough to stay running under load. I took off the sediment bowl assembly, removed it from the tank, and noticed (2)-different size stems sticking out of the valve. Why 2 sizes? Longer and shorter! Why not just 1 size? Is the tank made a certain way?

That is a reserve tank valve. Sounds like you have the 'good for Massey/Ferguson/Ford' type and not the Ford valve.
Way it works is two turns open to the long tube to get about 9gals. You run out of gas you open the valve full open to the short tube and another gallon of gas to get back to the barn. Your valve leaves some gas in the tank even at full open.
The Ford valve has one tube and then a hole down there. 9gals at two turns open, one gallan left for full open and then the tank is really empty.
You can remove that valve stem and clean that valve up if you have to rod the tubes.
