Jon..... ...all rotating stuff that goes thru something that isn't supposed to leak have PACKING, sometimes called seals; house water faucet stem; inboard motorboat packing box for the propeller shaft; get the idea? Your carb has two rotary shafts to seal. The throttle shaft (usually hard black neoprine) and the strangler shaft (called choke) usually soft white felt. The reason the throttle shaft seal (packing) is neoprine is because you want a seal that doesn't leak air to upset the carb vacuum and idlemixture that is developed behind the throttle valve (plate). The reason the choke seal (packing) is felt is to keep dirt from being sucked into the carb and the tight friction fit of the throttle seal is NOT needed. While the two shafts are the same diameter, the OUTSIDE diameter of each seal is DIFFERENT. With the throttle seal slightly smaller OD and the choke seal larger OD (looking more like a hat) and fits under the coiled choke hold-open spring. Its been so long since I rebuilt a M/S carb, I'm not certain if the "economy" rebuild kit includes these shaft seals. I'm certain that the expensive M/S carb kit includes these seals. I don't know which kit you used for the carb rebuild. But BTW, don't worry if you can't find your choke seal, its not that critical. Throttle seal is critical howsomevers..... ..HTH, Dell
