Fuel shutoff valve assy.

Was dressing up the drive today and the old naa started giving me the bucking horse routine. Pulled fuel line at carb and just a dribble. Pulled shutoff valve assy. and at first sight it looked fine but on a close look I found that the inside of the little screen was full of foreign material. A close look indicates some type of fiber material like clothing lent and I am at a loss as how this could get on the inside of the screen unless it is there originally. Now the question is. Is this material suppost to be inside the screen? All indications are that this is the source of the fuel restriction.

No telling how it got there but that's just why that there screen is just right there. That is not a malfunction. It worked just fine.
That fod could have come out of a gas can or who knows where. Spiders in your gas can nozzle? Who knows but hey your filter is working.
I remove that bowl whenever I change the oil. Then I turn the valve full open to bleed the bottom off the tank and quickly turn it right back off. Only a small amount of gas but it removes any water and I clean that screen too. Wipe out the bowl, put it back on and I'm good to go. Never had any real problem with the cork gasket but it gives some guys fits. Screen on top...
Something else, I don't keep topping the tank. I run it down until I have to go to reserve and then I go to the barn and fill it with fresh.

Apparently I wasn't clear on the locaton of the lint like material. This lint is actually inside the cone shaped screen. Not on the outside of the cone as if were filtered out of the gas. The way I look at it the material is part of the screen or somehow has made it's way for sediment bowl up to screen. My tank/shutoff valve does not have a reserve--that I know of. thanks for response

That screen that goes inside the tank is open on top, no? Stuff gets in there and if you don't open the fuel valve all the way open is accumulates in there.
If you have a Ford N tractor fuel valve it has 2 turns open to the tube poking up into the screen and all the way open to the little hole down there in the body of the valve that is there for a reason. If you run down to 1 gal left in the tank (reserve) the engines sputters and the tractor lurches and you lean over and open the valve all the way open to get that last 1 gal and you drive to the barn to refuel.
The valve should have a round handle with directions embossed right in it. If you don't use one of the position either the tube or the hole will end up plugged with fine stuff that inevitably ends up in the tank over time. You're better off if once in awhile you flush the valve in both positions, the bottom of the tank, and the inside of the tank screen using something like the procedure I mentioned in that other post.
They put that reserve in there so they didn't have to provide a gas gage.

The screen is attached to the shutoff valve assy. and sticks up unto the tank. It is cone shaped with the tip up and closed off so anything it filters out will ramain on it or in the tank. No 2 turns here. The valve handle is right angle to part in tank and is full on or off with a few turns. Maby I don't have a ford valve.

You don't have a Ford valve. No telling what that valve is about or what stuff it had in it when it was new.
Ford/New Holland has valves and so do farm/ranch stores but beware they also have a 'universal' MasseyFerguson/Ford valve that looks the same and will work but isn't right and leaves gas in the tank no matter what you do and will spill on you when you remove the valve from the tank. The true-blue Ford valve has only one tube sticking up into the tank and you can drain the tank dry no problem.
