No Governor Control

I have 1953 Jubilee. I have no Governor control. The Rpm's will climb unchecked no movment on the linkage to the carb. It can bemoved by hand to raise on lower engine speed but will not do it on its own. Where do I start. Just bought this tractor so I am unsure of its history. Is there just an adjustment needed or might I have bigger problems.

You can try to adjust the unit. Disconnect the govenor lever to the carb. With the engine off, put the throttle control in the wide open position. Adjust the length of the govenor lever so that the link will reattach to the carb when the throttle shaft is held in the wide open position. Start the engine now and adjust the throttle set stop to obtain about 500 rpm (slow idle). Turn off the engine but keep the throttle at slow idle setting. Now loosen the locknut at the govenor compensating unit. This looks like a spring. Adjust that unit in or out until the from end of the unit just touches the govenor lever. It should be adjusted now. Test the tractor by running it under a load, or up a steep hill, to see if the governor now kicks in. If that doesn't work, the unit will need to be rebuilt. An IT manual should be consulted for that. Good luck.
