Check out your governor.. check the linkage. To quickly test it, get the tractor running and manually goose the throttle and see if the governor fights you. If it does.. governor should be working.

If it doesn't fight back much, or hesitates.. you need to adjust/repair your governor.

Another idea on surging is fuel delivery related.

Rebuilt carb in reply to Gary Prestridge, 11-15-2004 15:18:57
Hi Gary,

The original MS carb on my 53 Jubilee project tractor was rusted rather badly on the outside and the inside; there was some deep pitting on the inside walls of the main body; the float was bad as well. I braced myself to have to buy a new or remanufactured carb. I went ahead and bought a rebuild kit for the carb and I used the float out of an old MS carb I had for my 8N.

To my surprise, the Jubilee runs great. The carb leaked a little gas out of it to start with but I just keep the fuel shutoff closed when I'm not using it.

I think the old Marvel Shubler carbs are duarble and very rebuildable. HTH. Rick H. Ga.

I agree, keep the MS if at all possible.
