The NAA finally fired up and ran. It took some ether and several spark plug changes after running them through a propane torch to dry 'em out. It ran for a good long time, but wouldn't hold an idle. I still have a flooding problem, what about the presets and stuff on a fresh rebuilt carb? I set the float using a 1/4" bolt space between the gasket and floats, and turned the two adjustments down tight and backed out 1 1/4 turns.

What else should I look for?

If it's anything like the 2N/8N carbs, that 1-1/4 turn is just a generic place to start to get the engine to crank the first time after a rebuild. Once it's up and running, you tweak the settings to get it to idle and rev up properly. None of them ever really stay at 1-1/4 turns...just a refernce point to start from.
