Air Cleaner and Carburetor

I removed the air cleaner today. After much cleaning, I found the wire mesh (filter?) is all rusted. It passes air (I held a blow dryer up to the outlet and blew air into it; felt warm air coming out through the mesh), but does the rust affect it any? I bought the pipe and hoses to connect it up to the carburetor, but if it is going to starve the carb for air I might need a new one. This 2N has not had the air cleaner connected to the carb since I bought it. Is this air cleaner OK? How exactly does the oil bath filter air, anyhow? Also, what is the a standard procedure for adjusting the carburetor? I'd hate to fiddle with it and screw it up and then not be able to get it back to where it was. I put new plugs in and after just a short run time a good deal of black carbon built up on them.

I&T manual gives one full turn (counterclockwise) open as the initial setting for both the idle and main adjustment needles.

Most guys use the same weight engine oil in the bath. The carb sucks air up the tube, the bottom of the tube is submerged in the oil. The weight of the oil is too heavy to get to the carb. The mesh is there for big chunks, leaves, dirt, etc. The air then gets drawn through the oil to clean it. Someone else can help with the carb adjustment. This link may help.
