Just wondering, are you talking about a continuous basis? or are you talking about a 'one-time' deal, like to tow or load a dead tractor with an implement? If it's a one-time deal, you can jack up or somehow lift the implement, and then block it between the axle and the lift arm. If you're loading onto a trailer then, you really should let the implement back down for transport, then jack/raise it up again when you're ready to unload.

If you mean can a stock 9n work the hydralics without the PTO engaged Dell's answer is correct.

If you are asking can the system be modified to work the hydralics that way like anything else it can be done if your check book can stand the strain. Live hydralics can be set to run off an engine driven pump and plumbed through the tractor system. Or you can purchase a Live Thang from Zane Sherman who frequents this board. Either way best budget in the hundreds of dollars.

Your mileage may vary

Rattzie..... ...your hydraulic pump is driven by yer PTO shaft. Iff'n you un-shift yer PTO lever by your left heel, guess what happens to your hydraulic pump?..... ....respectfully, Dell
