Three point hitch works without an impliment and with a small disk it will try to lift but just can't get it off the ground.
Took top plate off last year to repair a broken piece at the rear and ever since then the lift has been weak.

I may have confused you in an earlier post. I never intended you to try to move the pump. The bolts I was referring to loosening are the 4 that bolt the base of yer lift position control lever(the big one)to the lift plate. That is actually an adjustment( loosen the 4 bolts and slide the base forward or backward and retighten bolts), but since you found the feed tube leaking, I wouldn't worry with that just yet. Get the tube leak stopped and all will likely be good to go.

Does it leak down?

I wouldn't want to assume anything, so I would probably remove the dip stick plate on the right side and look inside with a light and see if you see a bad leak from the ram piston under the top plate, but what you are describing could be anything from an adjustment that needs to be made, an issue with the relief valve or a pump lever linkage issue. My bet is that it is an adjustment issue since this started after the lift plate was removed. Keep in mind that the lift plate will have some slop, as in you can move it back and forth just a tad before the bolts are torqued down. This small bit of movement, combined with the natural wear of the cam follower pin and lift arm cam surface would be enough to cause what you describe.
Try loosening the 4 bolts that secure the lift control to the lift plate and move the quadrant housing forward or backward, with the position control in the full up position while the PTO is engaged and see if that will make any difference and post back.

Followed your advice, could'nt figure how to move the pump after loosening the bolts so, I removed the dip stick cover and looked, found real milky fluid and there is alot of fluid coming out of the top of a tube running on the right side from down low to the uper right side of the pump.

That leak at the tube is yer problem...or at least one of em. The top lift plate gasket is the seal for that tube that feeds the top ram piston and if it's leaking, I would check the lift plate gasket before doing anything else. The area of the gasket that surrounds the top of that tube is the most critical area of all and will cause poor pressure, equaling no lift if the gasket is torn in that area OR if not ALL of the old gasket material was removed before installing new gasket. I took some cardboard and placed it in the sump to catch the old gasket material and took GREAT care to remove ALL of the old gasket material with a scraper.
