Here's all I have done...

Replaced the wiring harness
New oil pressure gage
New ammeter
New resistor
New coil block thingie under ammeter
New radiator
New oil filter/oil
New Autolite 216 plugs
Distributor Tune up/gasket
Maniforld Gasket
Carb tune up/gasket
I think this covers about all of it

We towed the tractor in 4th behind the truck, made sure there was spark with sparkie test, definitly gas when plugs were pulled out...strong smell.

I do not know what I am missing!!...Maybe it is oxygen but we pulled off the air cleaner tube and left the carb open to the air.

Any help would be great!!!

Another thing...When I put my hand over the muffler while we were running the starter it seemed to suck in as well as out, out more than in though..... weird!!, also there is gas leaking out of the carb in the air cleaner tube slowly

after compression test
if ya have a real low cyl. take that particular tappet cover off the springs and lifters for #1 & #2 cyl. are located behind the front tappet cover, #3 & #4 are behind the rear cover
check that before you go into the head
a blown head gasket could be yer problem, it could be deteriorated between two cyl. causing one cyl to be in a vacuum state as its going down and the other cyl. being in a non-pressure state prior to the power stroke (when the spark actually occurs)..
opinions do vary milage varies
just my $.02

It should not be sucking in at the muffler, I think that means you have bad valve/s or the cam shaft is out of timing. The muffler should only blow out.

What's the condition of your distributor plate? Also, have you checked the engine timing? Castor.

Too much choke floods the carb and you get gas in reply to Giant Man, 03-23-2005 16:45:13
running out. It won"t start if it"s flooded. It has to dry out. If it"s cold you almost need to put in fresh plugs after you flood it. I flood it I might refresh the plugs by washing them in Dawn dishsoap. It"s a great grease and oil cutter. Anyway...
pull a spark plug and ground it to the head. Crank the engine and look for a snappy, blue spark. A whimpy, yellow spark is no good.
If it"s a yellow spark then it"s an ignition problem.

First off, wrong plugs. That's not keeping it from starting though, but you should use Champion H-12's or Autolite AL437's. Next, if gas is dripping out of the carb & you smell gas on the plugs, you've flooded it. Get a frsh set of plugs. Then, check your firing order, 1-2-4-3, CCW. By sparkie test, I assume you opened a plug to 3/16, grounded it to the block & got a bright blue spark, huh? If not, then you have a spark problem. If you do indeed have a good spark, replace the plugs (.025 gap) double check the points gap (.015 frontmount, .025 sidemount) remove the breather, crank the engine w/ the key off & put the palm of your hand over the carb throat. Does it try to suck the skin off your hand? If not, you have a vacumn problem. Next, turn the key on, crank the engine, NO choke, and spray some ether in the carb. Let us know what happenend! Someone here will go over Plan B w/ you if this doesn't work.

Sounds like an intake valve or valves are sticking open. That would be why the muffler is sucking air in (on the intake stroke of the cylinder(s) with a sticking valve). Then you have very little compression when trying to start it. A compression check will confirm/deny my diagnosis. HTH
