I am neck deep in it again here today and about to slip. I have installed this throttle packing/ grooved black rubber thing with the groove out as discussed yesterday. My questions is that there is about 3/16" of throttle shaft on the outside of the carb and the packing does not fill in the space. As a result, the packing is not consistently up against the carb body. The expanded diagram in the I&T manual does not really show any additional gasket or spring to hold this against the carb body. Am I OK here or do I need some type of shim (washer?) to hold this down in? I defer to you guys on this as I am barely holding my own.

I don't think you have the packing correctly installed. Remove the round throttle plate by the two small screws you can get to from the opening at the very top of the carb. Pull the entire throttle linkage out of the carb. See that small brass circular cap with a hole in it the throttle linkage just came out of? You have to pop that off (use a small flathead screwdriver inserted into the hole and pry it off), dig out the old packing, insert the new rubber packing in that cavity with the lip facing outwards, put the brass cap back over the new packing. Then put the throttle shaft back through the brass cap and re-attach the throttle plate to it.

Good luck,
Dan

OK, I took the throttle apart again and have looked in the hole. What I thought was a bushing for the hole MIGHT be some sort of removable cap. Doesn't look brass and it is REALLY flush to the hole. I don't see it listed in the diagram in the I&T either. If I start tugging on this thing I am worried about wrecking hole. This is a Marvel carb #TSX 33. Are we sure this is something that comes out?

Is is indeed flush to the carb body, and it does indeed come off. Put a small flathead screwdriver inside the hole and pry it out from the side.

Sorry to doubt you. It came off, the packing went in, and the throttle shaft is back in the carb. It moves a little stiff, but it does move.
I don't think it will leak.

Shorty..... ....you may be on the right track thinking "shim" between the throttle lever arm and keeping the black throttle seal in its place in the carb body. I'm thinking some sort of "nylon" washer/spacer found in a BIG hardware store. Use yer imadgination as for size, thickness and inner and outter diameter. There's sure to be sumptin out thar..... ...Dell
