My lift won't come up consistantly. It stopped in the down position today and wouldn't move. I moved my lift lever up and down a few times as this has gotten it started to go in the past. Today i removed one bolt from the inspection plate where the brake latch is and inserted a rod to push the control lever in and it raised right up. How do I get more forward force on the control rod end, it doesent seem to be applying enough force to work the lever on the pump. when I work the control lever I can see that it goes back and forth, it just needs a little more umph.

Probably the cam follower pin/dowel is worn down where it rides the cam and needs to be replaced.

You may be able to get it to work a little better by loosening the four bolts that hold the quadrant to the lift housing and tapping it back on the elongated holes in the mounting flange to give it more movement inside.

The real fix though is to replace the pin and do a thorough adjustment using my adjustine jig and instructions with pictures.

See the link below.
