Hey Bob, your advice was good and so was my memory. I took off the carb and there was a very large gap between the throttle plate and the bore. About a sixteenth I'd say at the widest but pretty darn substantial when you compared it with the idle port next to it.

Now, before I reinstalls the carb and start reveling in my success (can't hurt to think positive!) I want to make sure that my throttle arm is on right. The OUTSIDE part of the throttle arm pivots and hits the same pin on either side depending on whether the throttle is full open or full closed. Stop me at any time if I have this wrong! At full open the arm hits the pin. At full closed the throttle adjustment screw hits the pin. If the throttle adjustment screw is fully removed the throttle arm WILL NOT hit the pin but hangs out about 3/16" and will not move closer. This is because the throttle plate on the INSIDE has closed tight and cannot be closed more. Now, if I return the screw to the throttle arm and turn it IN, it will eventually start opening the throttle plate a fractional amount at a time and INCREASING rpm's.
Thus my excess gap on the plate when the throttle screw was all the way out is likely to have been causing my excessive rpm's at idle.

Do I have the above correct? I especially want to know about the approx. 3/16" gap that the screw fills. I can't see how the arm could move all the way down with the plate set right but I am just one of those people who needs validation.

Shorty..... ....dunnno iff'n yer closed throttle missing screw gap is 3/16" but it sounds about right. And DEFINATELY having yer round throttle plate centered in the carb barrel is the way to go..... .Dell
