If this is on an N you will always have a problem, the rims aren't made to be used tubeless. It also can be unsafe to do so, because the rims aren't made the same as a tubeless rim is.

You didn't say if this tire was on an N, but the N's were designed to use tubes in the tires. Especially if you are replancing an old worn out tire on an old beat up rim. If so, I don't think you will ever get it to seal. Go with the tube.

I started using a vegetable soap lube and the bead seats a lot easier and tighter. (They break down easier after a soak too.) Perhaps the wheel needed some wire brushing and clean up before assembly but I haven"t seen that.
I make my lube but I suppose auto parts sells something; some don"t but maybe some do.

Clean the rim, then clean the rim real good, then clean the rim even gooder! Lubricate and reseal. If that don't work, I'd buy a tube. Ron

Buy a tube and end the agervation and flats, as posted 8N rims were never designed for tubless tires and tubless tires on the front of a tractor of any make are about worthless cause when you turn tight they have a tendencey to pop off the bead.
