You say it "runs" when you use starting fluid. Does that mean it "runs" so you can drive it around the yard or do you mean it "fires" on starting fluid but dies when you stop the either? If it "fires" on either and then starts and "runs" around the yard you should pay attention to the ignition but that doesn"t go with your mention you get no gas out of the carb. I"m guessing when you say "run" you mean "fires." If no gas is getting through the carb then the tractor isn"t going to "run" around the yard and you must then remove the carb, disassemble the carb and clean it up or repair as needed. You can figure that because it will "fire" (spark) on either but you are not getting any gas out the carb. You may or may not need a carb kit but most guys can get off $25 to get it done while they have it apart to clean. It"s a good idea. If the carb needs repairs you might need a more expensive kit or even piece parts. It"s not your immediate problem but pay close attention to get all, even the very tiny, ports and passages clean. Check by dabbing some solvent in one end of each passage and see that the solvent comes out the port(s) on the other end. You might find a round, wooden tooth pick and a set of welder"s tip cleaners handy to clean up the carb. Paint thinner (aka mineral spirits, stoddard solvent, white spirits, dry cleaning fluid) is a fair solvent, easy to find, relatively safe to handle, not expensive, and a lot of us generally have some around.
