Cotter pin on belly of tractor

I have 2 cotter pins sticking out of the belly of my 46 2n. The one is up front near the oil drain hole. The other is back by the first large tran./hydro. drain. This one is dripping some fluid on the ground. The first one is bone dry.
1) what are these and what do they do?
2) can they be fixed and with any ease?

Any other thoughts or suggestions would be great

Jonesie..... ..them jingle-jangle cotterkeys are Ford hi-tech solution to keep the dirt from cloggin' up the clutch housing drain holes. The engine has a rear crankshaft seal that occasionally leaks but usually it yer tranny input shaft seal that does the leaking. $3 (cheap) buttcha gotta split the tractor to replace the seal. Experienced dealer mechanics with jigs and fixtures can do it in 1-hr. Us shadetree mechanics take all saturday. Iff'n the drippin' bothers you, bailin' wire a tunafish can under yer drippy cotter key. Remember, overfilling yer hydro-tranny oil will cause yer front tranny seal to leak more and yer rear axle trumpet seals to leak on yer brakes. NOT GOOD!

This is why we recommend setting the hydro-tranny oil level NOT BY the tranny dipstick (5-gals) but by removing the tranny dipstick bolt at 6 o'clock and lettin' it drain overnite. this will be a "better" hydro-tranny oil level that won't readily "leak" past the seals, and yet you will have plenty of hydro-tranny oil. Ford used a LARGE hydro-tranny reservoir to absorb the heat of the hydraulic pumping action instead of using an extra eazy to damage oil radiator..... ...Dell

I"ve also been wondering what those pins located under the belly are supposed to do on my "39 9N. Thanks Dell. Your like "orange juice", can"t imagine a world without your tractor input and knowledge. Tom
