Neighbor's 9n wouldn't start

My farm neighbor's 9n hadn't started without pouring gas in the cylinder or using starting fluid for six months.
To make a long story short, it was the in-line gas filter. I called him (I live 100 miles away) and asked him to remove the gas filter and try it. Starts every time now.
He had several mechanics work on it, rebuilt the carb, pulled the distributor 3 times and I don't know what else. They supposedly checked for proper gas flow.
I put an inline filter on my Oliver 550 and when it gets dirty it starts OK, but loses power under load. I just picked one out at the local Walmart and installed it. I recently heard that a car gas filter is made to work with a fuel pump, not down draft. Maybe that was his problem? Anyway it starts now.

Another problem: the 9n won't charge the battery unless he pulls in the contacts manually. They stay in while charging then. If I remember right he said he had the generator checked and it is puttingout 16 amps, and the he replaced the regulator. Is there a particular wire I should be looking for to have a short?

First.. yes.. a fuel filter designed for a fuel pump s going to be more resistance than a fuel filter designed for gravity flow. Though i don't like them in general.. the small add on fuel filters like for a lawnmower.. those clear jobs hanging on the wall in the mower tune up area, with a universal 1/4 -3/8 nipple on them seems to work fine for gravity feed systems. I put one on my stepfathers old IH tractor as the gas tank was rusty and he wouldn't clean it.. and i was the one who had to keep unclogging it.. etc.

Noww.. the 9n and 2n came with a 3rd brush type generator.. and a cutout relay.. sounds like the fellow either needs to polarize his cutout.. or get a new one and polerize it. Simply jumper the two outter terminals together when the machine is not running.
