9N won't start

My 9N with 12v. system won't start. It cranks but won't start. Have replaced the gas, new points, plugs, wires, distributor, ballast resistor and rebuilt carb. changed oil and filter too.,
Electrical test at the wire at the top of the coil reads about 3V with ignition off. With ignition in the on position, the inside coil spring reads 11 V. Does this mean that the coil needs to be replaced because it is not producing enough juice to kick off the motor? Anyone have any ideas? would appreciate any help.

Bob has it right. If I where to bet I'd bet on the coil being bad because of the wireing being bad. Ingition off =0 volts to the coil any thing other then that and you have a problem in the wireing

Looks like I misspoke.
My key type ignition switch has three positions going from 12:00 to 3:00 12:00 position-Ignition off. There is not current reading at the stud on the top of the coil.
1:00 position-Ignition on. There is 3.3 volts reading at the top of the stud on top of the coil and 11.13 volts reading at the spring inside of the coil.
3:00 position-engine crank. I have not taken any kind of reading.

My question is related toward whether my coil needs replacing. Does the reading of 11.13 volts at the ignition-on position at the spring inside the coil that hits the distributor the correct voltage. What should it be? If it is the correct voltage does anyone have any idea then what the problem with the engine not starting?

The coil should NOT have ANY voltage to it with the ignition "OFF". You need to check out the wiring. See link below.

If you are checking the voltage at the "spring thingy" at the bottom of the coil with the coil in place on the distributor, the voltage there should vary between battery voltage when the breaker points are "open" to zero when the points are closed.

If the coil has been getting current while the switch is "OFF", engine not running, you may well have fried the coil's innards.
