Thanks again to all who contributed to my adhesive question from the OT thread on gluing styrofoam. We ended up trying the Gorilla Glue, which was one of many viable choices offered.

The spa cover has been reassembled, and much to my surprise it held! After a few days sitting out in the hot sun, the water that had saturated the foam evaporated off. The freshly reassembled cover is as light as the day we got it, and our 45 pound dog can again use it to survey her domain without it collapsing under her feet, thanks to a pair of aluminum channels adding much needed support to each panel.

End cost was under 30 samoleans... eight bucks for glue and about 20 for aluminum. I'll keep that Texas source for new covers handy though - their prices are better by half than anything else I've found.

Thanks once more to all of you!
