9n 3 pt arms won't go down

have replaced valves in pump, new control valve. Arms pick up with lots of power, but won't go back down. Removing plug in side of pump mountingplate is only way to get arms down. Checked adjustment of control valve - ok. Shop manual says outlet orifice could be plugged. How do I clear it? Where does it go? What is the relationship to the plug on the outside right of base?

the outlet orifice is located in the control valve bushing in the pump.the pump must be remved and the bushing pressed out of the pump.then clean the orifice and oil passageway and press the bushing back into the pump.the plug you are talking about is in the oil passageway.when you move the control valve to the up position.a hole is poened to allow oil into the pump to make pressure and raised the lift.when the lift getsb to its set height the control valve moves to shut this hole.when you move the control valve to lower the lift,the control valve uncovers the orifice and the lift should lower.the oil passageway is common for up and down operation.
