To check this according to the manual,it says to put the draft control lever down.Drop the touch control lever to the bottom.Then when the lift arms have fully droped to the bottom,raise the draft lever back up and the lift arms should raise about 3 inches.Well, mine don't move back up at all.Is this something that should be fixed and will this affect anything?

Your right.In the fo-4 manual,page 92 paragraph 154 under position control spring adjustment.The other day I adjusted the position control and draft control spring while I had the cover off(to change piston and o-ring)according to the fo-4 manual.After that I had no drop and I did before I adjusted the springs.Anyway I have ordered Zanes jig and manual to get it adjusted right.

You can change the drop (or lack of) by adjusting the position control spring. Can you give me a book and paragraph reference on the check you describe? The only check I can find in the FO-4 is moving the position/draft lever the other way (FROM position TO draft) and ensuring the DROP is not more than 3 inches. Also, if the quadrant fore and aft adjustment is not correct, one could expect either or both modes to fail in achieving full travel.

I think what your manual is trying to tell you is that when you put the mode selector lever down into the draft mode the lift arms are supposed to start coming up when the touch control handle is about three inches from the top of it's travel. Not that the lift is supposed to come up three inches.

If it won't come up at all it is because of wear and tear on the linkage internally of the lift. I make and sell a booklet along with a jig that allows you to be able to adjust the lift so that both the draft and position modes work as designed originally.
